In 1998, Congress amended the Rehabilitation Act to require Federal agencies to make electronic and information technology (IT) accessible to people with disabilities. Section 508 was written into law to eliminate barriers in IT and make available new opportunities for the disabled and encourage innovation of technologies to achieve these goals. As such, the U.S. Department of Justice Americans with Disabilities Act (ADA) began publishing accessible design standards.
